#1 To give people downstream time to prepare and move out belongings.
#2 They do not want to introduce any excess water into the system than then have to. Definitely for no longer of a period of time than needed.
#3 The whole point is to lower the height of the crest of the MS river. There is no reason to open it until the crest gets further south.

Krotz Springs (pressure on levees/possible seepage)
Melville (will be surrounded by water from backflow)
Butte la Rose (flooded)
Stephenville (probably flooded)
Morgan City (surrounded by water/depending on seawall)
Amelia (flooded, I think)
Houma (water coming close, some localized flooding, at least that is what I am told).
There are probably others, but those are the main ones.
The area in the immediate path of the water near the Morganza facility is farmland. It is not planted, although it looks like the farmers were preparing to plant it.

According to that cnn article, The MRC has to give the USACE permission to open the ganza.

The inundation map released a few days ago by USACE isn't clear whether they are included in the flood zone.

"ripe" is the term ... as least with rice. It was probably near Lake Providence area ...
