What's the best program for Farking

I know this is a ridiculous question, but what is the best downloadable software that you can get to edit pictures- preferably free. Link please

I would this most would say photoshop cs3 or cs4

Best freeware is paint.net. Very very user friendly and IMO more powerful than GIMP. There are also multiple plugins you can dl for it once you get down the basics as well as a nice forum board to answer questions about the software. Google Paint.net and go to their home page. Its what I use and I love it.
