Williams could be a dud, even with 12-14 carries. Would you agree?

Of course he could be. It's a total crapshoot IMO. He could get stuffed 10 times and give you 6 points or he could get 3 carries inside the 5 and score 2 or 3 TDs. It's a desperation play for me.
