It would have been 6 but the commish backed out the 6th TE the league drafted for you and gave you the next highest rated WR.

If either of them go another week without setting a full lineup, I could remove their access and set their lineups myself. We'd have to figure out what to do if one of them actually won.

I would just boot them to, but this is a league that likes to vote.
As for the money - if a new guy, Louie T, comes in and manages to win some money - he gets a prorated amount and the left over stays in the pot for next year. Something like that.

OK, good point - if they want in the have to pay a pro-rated amount to get in. But no refunds to the shitty owners getting booted.

Let the commish(s) set the lineups.
If the teams win anything, just dump the winnings back into the other winners; broken down by the same percentage.

Our league doesn't effect their league what so ever. Its not giving us some kind of advantage. It's random so one league is going to have better owners than the other one. To me this is a non issue.

I'm not saying karma shouldn't be dealt with, just that the other conference can't really complain about us having him.
