MLB uses ABs, so thats what we went with.

quote:

As the MLB rules state, “A player shall be considered a rookie unless, during a previous season or seasons, he has (a) exceeded 130 at-bats or 50 innings pitched in the Major Leagues; or (b) accumulated more than 45 days on the active roster of a Major League club or clubs during the period of 25-player limit

Yes, only the finals and the 3rd place matchup have the IP requirement increased.

quote:

D. Stat Requirements
1. Each team must pitch a minimum of 35 IP OR have at least six starts per week.
2. Each team must pitch a minimum of 665 IP per season.
3. Teams not meeting the weekly pitching requirements will forfeit all pitching stats for the week.
4. Teams not meeting the yearly pitching requirements will not be eligible for the playoffs.
5. Anyone intentionally ignoring these rules is subject to being voted out of the league.
6. During the finals and 3rd place game(two-week scoring period) the innings pitched requirement is increased to 70 IP.

Dodgers signed RHP Brandon Beachy to a one-year, $2.75 million contract.
The deal also includes a club option for 2016. The 28-year-old hurler is currently battling back from a second Tommy John surgery and isn't expected to be ready until around May. He's a terrific depth signing for the Dodgers as he offers immense upside if he is able to regain his pre-surgery form.

Harvey may be making five-inning outings in lieu of skipping starts this season according to manager Terry Collins, ESPN's Adam Rubin reports.
Analysis: The shortened starts could limit Harvey's win-ceiling this year if the Mets stick to this plan. Rubin's report implies that Harvey won't be held to five innings in all of his starts, as it was reported earlier in the week that Harvey could be in line to throw 200 innings this season.
