Dynasty League Discussion - Enforcing the 'no tank rule'

Alright, so here's the deal.
We are in our first year in a Dynasty league and we are still learning the ins and outs of it. Obviously there are things that take place in a Dynasty league that won't happen in a re-draft league.
One of them is tanking. One thing I am not going to do is tell managers which players they have to start. That opens up a huge can of worms. But I want to put in a rule where you have to have a 100% active roster on game day. One of the ways to enforce this is to be completely transparent about how I will fix line-ups that don't have complete line-ups.
If they have an incomplete line-up, the position(s) that are OUT/Inactive will be replaced by a player of the same position who has the most projected score, regardless if they have played or not, on their bench. if it's a FLEX player, highest flex eligible projection goes in.
Would you all agree that that's transparent enough? I feel that this is simple enough and there is absolutely no thinking about who to put in, it's an absolute standard.

The point of all this is to prevent teams that are tanking (or could potentially tank) from messing with the entire balance of the league.
We don't do a snake rookie draft, so having the #1 pick is a major deal.

That is a completely reasonable policy.

Sounds good to me - I've got a similar "No Sandbagging" rule in our dynasty that's on its sixth season. No leaving a spot empty or playing a guy on bye or ruled out for injury/suspension. Three strike policy - third is you're kicked out, but it's never gotten past the first strike with anyone.

ETA: We use a draft lottery to dissuade tanking, but teams out of the hunt are going to move players for draft picks before the deadline and get worse for the rest of the year. It's just the nature of the league.
We just had a similar issue last week in my keeper league. A guy who was 1-9 thought he set a full roster but actually left a bye week player in that was on a bye. He had three active players on his roster that he should have started. This error gave his opponent a cheap win and directly effected 4 other teams that were in the playoff hunt. This is a very competitive league and people were pissed.
There should be no medeling in another players roster, commissioner or otherwise, so the solution we came up with is this. If this happens starting next year, that player will lose a really high draft pick for every time it happens. This is a seriously competitive and stable league so we believe this will dissuade it from happening again.
