Considering that doing B would take longer to get his changes enacted than it would for Trump to come in and rescind them, I think that he is more likely to choose A. Now, he will be one pardoning sonuvabitch.

He has been mailing it in for a while.
Someone has got to decide what to do about Clinton's perjury, destruction of records, compromise of national security and the rest. Presumably AG Lynch no longer dreams of a SCOTUS appointment, so the FBI may get a reset on indicting Clinton. Who knows.
