He probably left 2015 at around that time.

To keep yourself from getting jet lag (or time machine lag) you should probably try to arrive at the same time of day from the time you departed, unless you have a specific reason for changing the actual hour.

They mostly explained that in the movie. She saw the time machine arrive so Doc more or less panicked and brought her along because it seemed like a good idea at the time.

The attempted rape in the car was essentially the pre-text for George and Lorraine getting together. Everything else happened after that because it had to.
