WTF is going on with DEMCO in the St. Amant area?

I'm in the process of trying to build in the St Amant area, and making the auxiliary generator question.
Thinking of just wiring a tap so that it's easy to use my portable generator that I already own.
Are power outages frequent out that way? (other than yesterday and today)

I was coming home at around 8:00 last night and the whole sky out towards St. Amant lit up. It was weird.
