I'm no expert but I don't know why he can't.

Because Congress has the power of the purse.

Why should he give up his leverage? The ball is in the Dem's court.

Paymaster must not be an essential employee.

If your bank shuts down, do you continue paying your mortgage to them?

Leverage has nothing to do with it. An executive order can't be used to fund. That role is purely in Congress.

Because the employees have to log in and record their time and their supervisor has to approve it.

The employees and supervisors are at home.

He can certainly get workers paid, but if there is no negative impact, I.E. no people suffering, then there is nothing to bargain over and no leverage to get where he wants to go.

He said as much when asked by the reporter why he doesn't sign the additional bills to pay workers wages that have come through.

It's not like he wants dollars for special projects.
It's so workers are not put in financial hardships.
If the dems voted against it they would be to blame.
We all know that republicans are being blamed for this.

I'm not getting in to the whole dem vs republican thing. I'm just pointing out constitutional law.

His leverage is visibly evaporating when the evening news programs interview distraught, weeping public sector employees having to make a bitter choice of whether to buy food or pay their mortgages, weighing sinking credit scores into the equation.

And the rest of the country who have had to deal with this multiple times will simply go "sucks huh?"

Shouldn't Chuck and Nancy receive an equal share of the blame for that situation? They could just fund the wall.

Nice pivot expect for the second statement. Both sides are responsible and should agree to fund workers.
The dispute should be over projects and not salaries.

That's not what is being publicly portrayed. Schumer and Pelosi are praised for holding their ground, while Trump is being described by an array of adjectives ranging from "uncaring" and "heartless", to "crazy".

I think an order paying those who 'actually work" would be in order

Because it would remove his bargaining chip. He is not a politician and doesn’t give a shite about re-election or the backlash from government workers “not getting paid” which he continues to dump more and more of that responsibility on the dems.

He keeps offering compromise and they keep saying no. I don’t think it’s going to work out for them.

The general public also sees that the “shutdown” doesn’t have much day to day affect on their lives so it makes Chuck and Nancy look even dumber.
