The solution to this chart is the answer to this question by the parents to their kids: "Did you get your math homework done?"
That is, this is a cultural issue. Math is highly regarded in Asian culture. Pretty important in white culture and it tails off from there. There is no correlation with the melanin concentration in your skin. Asian have more melanin than whites. It's cultural.
It is absolutely based on culture. There is a similar element to gender and expectations in math and science. It wasn't that long ago that girls were "allowed" to not understand math because it was not something the female brain, in general, could comprehend. Given that math is very dry and the way it is taught is ridiculously boring many young girls willingly accepted this as a irrefutable fact and their parents, seeking the path of least resistance, went along with it. That has changed somewhat and it is entirely possible that it could change with race also IF we meant for it to change.

Strange that the group enjoys great success in societies where they are not the majority whereas in countries where they are indeed the majority many are mired in conditions that are simply appalling. Not all Asian countries are saddled with intolerable human rights issues but MANY are.

Also, this is skewed by many states in the South pushing the ACT, versus the SAT.
