Actually kind of the opposite. They’re effectively capped out…they don’t have the resources and ability to compete with OhioSt/Bama/UGA/etc
Yeah, but it’s Notre Dame. That’s a built-in advantage right off the bat.

Yeah but they are at a disadvantage to the big boys, any chance at winning a title ended in the 2000’s when the Big10 and SEC TV money exploded.
Their ceiling is playoff contention, they have no chance to ever win a playoff

And you could make the argument he maximized that advantage. He's lost 6 games over the last 4 years. They were to:
Clemson (CFP)
@ Georgia (who won the SEC East)
@ Michigan (9-3 regular season)
Clemson (ACC CG)
Alabama (CFP - by 17, tied for lowest margin of victory by that Alabama team)
Cincinnati (currently undefeated)
There isn't a "bad" loss on the resume.
On the one hand you can say "well, it's clear he can't beat the best teams." However, the counter is that he just can't outman the best teams...3 of which are among the top recruiting programs year after year. Perhaps if he were at a place that recruits at or near the level of Clemson, Alabama, Georgia he could get over the hump. Luckily, once such school is in need of a HC
