I mean, meemaw's EO is pretty toothless and even says that federal penalties may still apply, so unless I'm missing something in her EO, I blame her for the toothless EO.

As far as I know she has no control over federal government penalties, other than standing by anyone who refuses to pay them. She should have control over things in the State of Alabama however.

Ivey’s E.O. is actually rather strong. It certainly is much better than I anticipated.

When it comes to state institutions, like Auburn, you could not be more wrong. Her EO is pretty decent overall, but it is extremely clear in its language about state institutions.
