what struck me about GWB’s reaction is not confusion or surprise, he was more like incredulous. It looks like he is processing that “they really did it” not who or what or why or how did “they” do it.
it is a strange reaction for someone if they knew nothing about any of it and just found out organically what had just happened.
Also there was no sense of urgency from GWB, like he knew there was no need for urgency for safety for himself. The longer he sat there, the longer those kids were in danger, theoretically

There should not have been any urgency as he was sitting in a classroom full of little kids. It’s called being stoic and playing it cool. Good grief, I can go for a month listing all of his faults, but his reaction immediately following what took place is not one of them.

Man I think y'all are over thinking this. How long did he sit there after the second plane hit?
Eta - 8 minutes
I'll also add, there are hundreds of eye witnesses who saw the plane hit the Pentagon. Are they "in on it"?
