That may be, but it's also a common one. High-performing officer consistently lands on the wrong end of senior rater profile block checks but gets SELCON anyway because of the writeups.
Scott McKean looked me in the eye when I was on his Division Staff and told me if I had been his Brigade S6, I would have been promoted PZ and preparing for CSL. I thanked him for the sentiment and said that I was going to focus on making his HQ successful while I was there.

It's worse than you think.
The highest quality Signal Officers are in S6, G6 and J6 positions because they have to be to support as the "tip of the spear." However, they are also the OER casualties. Signal leaders that rise through the ranks are typically protected from those positions and hidden in Signal Battalions and Brigades, making poor decisions that those of us in the S6/G6 communities have to do even more work to overcome when supported by them.
It's technically possible to be a Signal Brigade Commander without having commanded a company or battalion...but it will NEVER happen. The truly "pampered" are the ones who spend their entire time around Signal Towers (Ft. Gordon) or NETCOM.
There are an extremely small number of individuals that are able to move across both spectrums, either by lucking out into USASOC/112th (current CECOM G3 and current 2nd Signal Brigade Commander), NSA (like my boss from Korea who is now the DBC for 21st) or just being so good that it doesn't matter (former CECOM CG who just left command, former NETCOM CG who just left command).
Unfortunately, the bulk of the Signal Corps leaders are history majors from West Point that don't have the slightest clue on how to support the warfighter beyond what they might listen to from an E9 or a W5.

We called McKean America's Platoon Leader when we were in Korea.
