Before the First Age. These were the Years of the Trees. Only the Valar, Maier, Elves, and Orcs were around during that time. Men, Dwarves, Hobbits, and Ents would come in the First Age.
And I’m guessing this is from a Prologue. It’s important to get the background of the Trees since the White Tree of Numenor is directly descended from the silver tree.

These are moments that make me mad about how bad my memory is. Thats right. But couldnt it be either before or during? If that is Laurelin and Telperian they were still alive in a portion of the 1st age since you dont exactly know when the 1st age started.

The Eldar didn't travel back to Middle Earth until after the Trees were destroyed (with the exception of Elwe..., another deep dive into lore. But although he's long dead by the Second Age, he might be mentioned, because he's the one Elf who married a Maia and had a child- and his line led directly to Elrond and the Numenoreans).
