With each succeeding generation the humans forgot more and more of the extraterrestrial technology they had copied.

That could be the source of a great discussion. Probably won't happen here, but stranger things have happened.
Why would the tech be consistently devolving? Could it possibly be a sociological issue that caused a regression in tech? Perhaps an mineral or energy issue? Perhaps running out of something that was vital, but still society usually finds a way to replace by advancement?

Agreed. Personally I think the last ice age was a reset for humanity, bringing us back to being cave men and technology had to restart. I agree with people positing that the site was a knowledge repository and learning hub. I assume they preserved it as insurance against another cataclysmic event like an ice age, so humanity wouldn't start at zero again.
