Outboard Motor Impeller

I inherited a little fishing boat with a 1999 2-stroke 40hp Yamaha. Put it in the water for the first time last weekend and it fired right up, but wasn’t peeing so I didn’t run it long.
Pulled the water pump/impeller out and it was obviously bad.
New housing kit and impeller came in today. Everything looks ok, but is the impeller suppose to fit that tight in the housing/should the little fins bend (ignore the fact the impeller is upside down in this pic)? I guess I was expecting them to remain pretty much straight.

Yes. The impeller should be slightly off center and the vanes bent. I usually grease them a bit so they go in easier. Rotate it into the hole the same way that the shaft rotates.
Its a positive displacement pump. It works by those vanes bending more and less through the rotation to create suction (when they pass through the big side) and pressure (when they pass through the small side).

Yes they are supposed to bend. Smear a little oil in the stainless cup and it'll go right in as you turn the driveshaft.

Awesome, thank you. I should put the impeller on the shaft then put the housing on to make sure it’s set right on the key, correct?

Yes that's normal. Also, if you ever check one and the arms don't somewhat spring back "straight" it's time to change it.

look at both pictures, you turned the impeller the wrong direction, take it out and turn it the other direction as you put it back in
when in doubt put it on the shaft and gently press down on the housing as you turn the prop with the lower unit in gear
and add a light smear of grease to the seals and inside the housing where it rubs on so it wears as little as possible as it gets broken in new
