This is not really that complicated.
Mandatory vaccine policy is part of the stack of documents you sign (or don't) as part of the pre-hie paperwork.
There are lots of them; social media policy, non-compete agreement, corporate privacy, etc.
You have a chance to review and sign (or not) all of them as part of the acceptance of the job offer.
But you can't use COVID vaccination status as a tool to weed out applicants in the application process. It's discriminatory.
