They would need big changes in their current law system which is completely outdated. Examples, there is not a law in Haiti against child sex abuse, child porn, cyber crime, etc… Would you want to live there or do business there.

Of course, but that is way more likely than No. 2 on the list, which is letting a foreign country take complete control of Haiti, or No. 1, which is having massive amounts of inter-racial children. You would basically need No. 3 to reach No. 1.
