If we went back to the McGuffey reader to teach reading, we would be light years ahead of our current “balanced literacy” approach.

A student in Louisiana may be assigned a literacy “coach,” but are under no obligation to prove that they are learning via testing.
In other words, with no skin in the game, the effectiveness is not nearly what it could (and should) be imho.
Mississippi is doing it correctly.
Louisiana is simply being Louisiana.
