There is a law that bridges can’t block navigable waterways. As far as the openings that probably is up for debate.

I remember as a kid my mom and her now ex were in Mobile bay coming in at night in bad weather. they were on a sailboat and the draw bridge (at the time) on Dog River would not open due to the bridge operator falling asleep - they damn near got pushed onto the rocks from the waves and wind before a motorist stopped and woke the guy up.

was very happy when they replaced it.

I don’t think you have that quite right. Bridges block navigable waterways all the time.

I think what you were looking for is something like boats have the right of way when it comes to bridges in navigable waters. Meaning automobiles wait for boats to cross, not the other way around.
