I agree. But he was still shooting at cops and propane tanks out of his "gun holes" in his tank. Just because he happened to not kill anyone doesn't mean he wasn't trying to.

He definitely did not "attempt to not hurt anyone." That is literally 100% bullshite.

The propane tanks were far enough away that he wasn't going to kill anyone IIRC. The shooting at cops I see as more of a deterrent. I am willing to bet, as smart as he seemed to be, if he had really wanted to kill a cop then he could have. He had the tactical advantage to take his time and line up his shots.

Again, I think he could have killed an officer had he wanted to. He was in no danger of being shot and could have taken his time to line up a shot.

Maybe this part was sheer luck or maybe he knew in a small town evacuations would happen quickly. Who knows? I still believe he had no intentions of killing anyone outside of maybe those who wronged him had he seen them.
