That's horrible. I don't understand why this isn't something every single parent does. Our kids did the infant swimming stuff, and the first things they learn are how to float, get to the wall, and "wall walk" to safety. They can do this at a ridiculously young age.
Every YMCA with a pool has these classes, and I bet it's even free to "some people."

our school district offers free swimming lessons to all 2nd graders every year
my 2nd grader is going to them next week (she already knows how to swim very well), but we signed her up just so she could swim with her friends and have fun
I imagine most school districts have similar programs these days
