Do I have to marinate or can I just slap some dry seasonings on and cook on high heat quickly to a medium rare?
You don;t have to, but it's advisable. It has a LOT of connective tissue in it, and a marinade with a lot of acid will help break down some of that connective tissue.

Weather you marinate or rub, pat it dry before you grill and cut across t he grain.
I marinate, then rub, let sit in the fridge and then pat dry. They won't get grill marks or char
If wet.
