By "widespread" they mean that it was mostly contained to five states and perhaps a dozen counties even in those states.
That means that they accept 90% as being representative of the country and those potentially suspect 10% can be ignored, ergo ===> "mostly" OK - nothing is perfect - that level of voter fraud is to be expected = "most secure election in the nation's history."
There you have the meaning of "not widespread"
except it was . . . . widespread. . . . purposeful . . . planned in advance & executed under cover of darkness . . .

You don't need widespread voter fraud to change a national election. You need isolated voter fraud done in just the right 5-7 counties to change a national election.
