Very little. The majority of spending is entitlements. You can't just cut that in the budget, it requires a separate change the reduce (or eliminate) the entitlement.
And there is no real world scenario where you cut Social Security, Medicare or Medicaid. That just isn't going to happen. Best you can do it slow the growth.

He's correct. Politicians use the federal agencies like HUD, USDA, DOE, etc. as little pawns in their budget game. The truth is that Military, Social Security, Medicare/Medicaid make up 60% of the budget and we won't reign in the deficit and debt until we start cutting into these areas.

I didn’t read OP’s question to exclude entitlements. Entitlements can be cut.
