17% of registered voters voted in new orleans congressional special election.
so 12% of the public altogether?
this what the gop is hoping for in California recall.
i think arnie won with less than 25% of the recall of gray davis turnout.

I would rather 17% percent of registered voters make a conscious decision to go to the polls and vote with a reasonable grasp of the choices available than widespread ballot harvesting which dilutes all the legitimate votes.
Assuming those are my 2 choices.

Well in the district that they ran in is predominantly black , by design. 17 % turn out is about right for the ones that a least care a little . Factor in that both are Democrats and that caused even less of a turnout
