Why would it be there if they claim the machines are not connected to the "internet"?

It would allow for sending and receiving packets over a cellular signal. It would be trivial to put together a function that remotely sends new votes of the user’s choice to the machines, especially overnight while they’re not in use.

So think of this in terms of your smart phone.. You can download programs and install them on your phone. You can play interactive games that are online on your phone. You can "update" programs that are already installed on your phone. Also, phone companies can monitor data usage on your phone. Now think about the ramifications of everything I just described that millions of people in our country do everyday on their smart phones for voting machines...
Its actually quite insidious...

Logging in from remote location and changing votes.
Deleting logs for audit trail on the database.
Add, edit or delete any users in application.
