Is the man on top supposed to put George Floyd’s safety above everyone else when George Floyd is the retard that was plastered on numerous drugs and resisting arrest?

the crowd surrounding them were presenting a potential threat to the officers.
They are trained to focus on that threat for their own safety rather than the lesser threat of the subdued suspect.
If the crowd had not surrounded them and shouted at them their could have directed focus on Floyd and his increasing distress.
The crowd bears part of the responsibility.
