The PGA has absolutely no say in the Masters Tournament whatsoever. It is considered a major and is listed on their schedule of events. That is all. The National owns all footage and rights to anything associated with the tournament.

No it isn’t, it’s a private event hosted by a private club. The PGA Tour has no authority over the event itself. At most, they could threaten players who participate with bans from other events. But because The Masters is effectively the Super Bowl of golf and by far their most watched, most prestigious event the won’t do that.
