That’s a massive fire, but your title is incorrect. If that is the Balongan Refinery in Indonesia it’s stated capacity is 240,000 bpd. Roughly equivalent to Shell Norco and smaller than Exxon BR, Citgo LC, and Marathon Garyville. And that’s just within the state of LA and I am not sure of the capacities of some of the other refineries in the state.

This local article suggests possible lightning strike and says it is Indonesia's largest refinery.

Marathon - Garyville 11th largest in world
Exxon - BR 13th largest in world.

Both more the double the capacity as the one on fire

Exxon’s Baton Rouge refinery is 13th largest in the world with double the capacity of the one in Indonesia.
