From what I understand WB/DC gave Gunn carte blanche to completely ignore continuity.
When Gunn was asked if the movie would stay within the DCEU continuity, he said "audiences will just have go with what we've done."

I want the DC folks to get something right. They've wasted Superman, Batman, almost everything trying to re-capture Marvel.
But this schizophrenia is maddening and confusing.
