Looking for a baseball ruling

Situation:
13U baseball. Runners on 1st and 3rd. The runner at 1st breaks for a steal early right as the pitcher comes set. As the runner breaks, the pitcher sees it and turns to throw to 1st. The pitcher sees the runner already halfway to 2nd so they don't throw to first and instead throws to 2nd and the runner is called out.

Our coach argued that it was a balk since the pitcher didn't make the throw to 1st. The umps ruled that the pitcher stepped off the rubber first before making the move to 1st so they could throw wherever they wanted. Its my understanding that is true for any base except for 1st. If the pitcher makes a move to 1st, they have to throw it or its a balk.

Whats the correct ruling?

If he stepped off first then yes, he can throw it to any base.

If he stepped off first, he can throw where the wants, no balk.

Has to step off. If he did it's legal. If not it's throwing to an unoccupied base which is illegal. As long as you step off the rubber you can arm fake, not make a throw, etc.

Get a new coach. If he steps off he can throw to any base. If he’s a left handed pitcher and steps towards first without stepping off the rubber then it’s a balk.

If you step off the rubber your can throw it anywhere you want

Yeah Coach, I.E. OP, needs to learn baseball 101 rules if he wants to coach kids

That's incorrect.

If the pitcher steps off the rubber, he does not have to throw to first.

I guess that shows how bad the umpires can be sometimes. A couple years earlier, the team (we weren't on it then) actually lost a game because of this exact situation and the umpires called a balk. How are coaches supposed to keep up?

Here's another wrinkle. I just started scouring the rule book and found this. When pitching from the stretch and the pitcher comes to a set position, they must come to a complete stop before delivering the ball. With the runner breaking as they were coming set, there was not enough time to come to that complete stop before the move was made.

Baseball rules can be so nuanced and subjective sometimes its fun to argue them.
