Navalny openly violated the terms of parole. He was trying to get sent to prison.
I guess he thinks it will help his political career?

Exactly. The Navalny affair was a sham. He has very little political support in Russia. Maybe 2%. I am no fan of Putin, but Navalny is no threat to him.
