They do, but it’s been a while since I saw where the player didn’t have a defender within 3 feet of him and they wait until after the miss to call something.

Has anyone explained why they called a foul on Gaines when he was laying on the floor reaching for the ball?

Wasn't the call against Gaines a kick ball call? He was using his feet to try to gain control of the ball.
