Football Rules Question

Assuming they don't cross the line, is it against the rules for a defensive player (lineman or cornerback) to jump/move/pretend-the-play-started in order to get the offensive player to move?

If not, why don't you see it more often? I'm not talking about the d-line shifting spots, or twitching their hands, I'm talking about intentionally pretending like the play started (without moving forward).

If the offensive player reacts the just about always call it on the defense

You're not allowed to say hike, and as long as you're moving sideways or don't cross the neutral area you can basically do what you want.

Linebackers will do this trying to time up the snap, ect.

As the poster above states, if it's even reasonably close generally the ref will side with the offense.

According to 12-3-1(i) of the NFL rule book, it could be a 15 yard penalty.

I’m not sure how you do this. Other than corner what defensive player wants to be moving backward when the play starts? A linebacker dropping into a zone wouldn’t want to tell the QB the coverage before the play starts.

No, not that. See the video I linked above. "Jumping" to get the offence to jump.

I think any experienced player wouldn’t fall for that. Really a skill player should never jump false start.

If the defense jumps into the neutral zone and causes the OL to react then the penalty is on the defense.

It’s illegal in high school and college. UGA had it happen one year on a punt. Our player stomped his foot and the ol flinched. You can’t try and draw them offsides.

Centers are taught that if the defense jumps in the neutral zone snap it. The penalty will be on them

HS it is a disconcerting act and is a foul.

By OP's example, I don't think that is a disconcerting act.

The corner was not mimicking the QB.

Disconcerting acts are usually the LBs yelling shite like Hike, etc.

Defensive players can jump around all they want as long they don't enter the neutral zone.

Bizarre that HS would be so lenient on that very limited rule.

LSU tried that on a FG last year at A&M. Shifted the line. SEC refs called them for “disconcerting signals.”

It's illegal(as of last year) in high school and its been illegal in college for a while.

In NFHS(high school), this act is known as a "disconcerting act" and carries a 5 yd.penalty against the defense.

Like someone said above, in college it can carry a 15 yd.USL if deemed to be blatant. But most times it's 5 yds.
