I’ve read that the coaches treat offers to in-state kids as almost irrevocable, so they have to be sure before offering. If they revoke an out of state kid that doesn’t hurt their reputation too badly.

You hit the reason LSU recruits this way. They do not want to accept an in state kid and then get a better out of state kid they like better and be forced to “process” the in state kid. They want to exhaust the out of state recruiting first. They tell the in state kids they will offer they are going to get an offer, just hang on. They recruit them steadily as the out IOC state kids, jus without an offer to the instate kids. The problem is some kids like Diggs don’t believe them.
