How do illegal votes = Trump Won?

Serious question. Even if you prove that Navarro's report is right how do you prove that these were Biden votes? Voting is anonymous. I have no doubt they were 100% in Biden's favor, but the question is how do you prove it?

You don’t have to. At least not at first. The minimal action that should’ve been taken in all these cases was a non certification in affected counties/states and major investigations should have been launched. Logistically how that works and how it would affect the time table of the election, I have no idea. My guess is it would have lead to either a re-vote with more defined laws or been handed off to the legislators of those states if they were un-certifiable. Bottom line is it should have been looked at instead of being passed off as a nothingburger.

you dont really need to prove it flipped the election, just that it was enough that it made the actual results unknowable.
say there are 100 legal votes. 52 votes go to person A while 55 votes go to person B. It seems that there were 7 illegit votes where the difference was only 3.
