The operative word here is "update". Not expand and create new jobs, but to update what is already here to keep it operating.
If Exxon does not get the exemptions, do they update? Do they scale back and move this operation to Texas?
While I don't think this will happen, perhaps I'm just overly optimistic, it very well could. Exxon today is not the Exxon of even 5 years ago. Yes, they are still huge, but cutting company contributions to the 401K program to appease stockholders...
Exxon is in business to turn a profit and that will decide what they do.
