1. The East would be its own city with its own police department and statistics
2. Canal Street would be the Las Vegas strip with casinos and sports betting
3. Marijuana, cocaine, and prostitution would all be legal with both upscale and seedy red light districts
4. Overall property and sales taxes would be relatively low, but taxes on gambling, hotels, prostitution, and legal drug sales would be used to supplement.
5. Police would be hyper vigilant in tourism areas to prevent violent crime and rapidly move to arrest trouble-makers. Outside of tourism areas, the focus would be on rape and property crimes. All police activity would be geared to solving, preventing, and punishing crimes that have real victims. Shoplifting would not be tolerated either.
6. Massive changes would be made to the permitting offices to make starting businesses much easier without bribing officials. This protection/shake down racket is a big deterrent for new and relocating businesses, and the permit office is slow and unreliable. There’s also a ton of unnecessary regulations related to historical preservation which could be tweaked somewhat to maintain the intended purpose without being such a wet blanket for advancement.
7. There’s got to be a way to get competent drainage, sewer, and water service. Most other cities can, so New Orleans should be able to as well if the will exists to do so.
