Forgive me as I'm not that familiar with this part of the O&G industry, but isn't this oil going to still end up being transported to refiners and such now via train and truck?
Or is it just a ploy by the demwhits to now make it more expensive to get the oil to where it needs to be, that this will stop the movement altogether?

Pretty much. Railway is way more expensive and worse for the environment

The play is to make oil more expensive so that "green" energy will be cheaper than those dirty fossil fuels.

It’s symbolic And an emotional appeal to the environmentalist nutcases. 1000s of people get laid off just to to make a few hypocritical liberal morons feel good.
