It deals directly with the Strategic National Stockpile and likely has some level of security clearance built in.

A clearance is not necessarily automatic and is often why you will see transition team members NOT continue on with the POTUS staff or get transferred to another position...
Also, very view that work directly for POTUS have a clearance for everything and need to know of everything... Their need to know is normally limited to their lane...
Some of the issue you are seeing is the Chinese connection many of his folks seem to have...

The president should select people capable of obtaining clearance, not hire just anyone and expect them to have access to everything.
