My 16 year old daughter does fine with a 9mm.
It isn't the ammo, it's the gun if someone is having issue with that caliber.
ETA: I have a couple of small 9mm that are hard to make follow up shots.
Heck, I have a Ruger LCP in .380 that it would be almost impossible to do so.

I like my LCP when pocket carry is needed, but it's definitely a "get the hell off me" gun. You ain't picking someone off behind a car across the parking lot, or at least I'm not. Miculek might, I guess.
