Can only speak for LA, but LDH addresses this on their site. They regularly filter through the test results and remove any duplicate positive tests. So, while it may slip through and count the same person/case as positive; they eventually will correct this and fix the number accordingly.
If you follow their results on a daily basis, you can see where they do try to address this and remove duplicate tests.

LDH is one step above the DMV in efficiency. I don’t trust their ability to accurately regurgitate the numbers that are reported to them much less compile their own stats.
