I understand alone Congress can create a new state as long as it is not part of another state, but the Constitution holds a special provision for "the seat of power", i.e. DC
Article 1, Section 8, Clause 17 of the document reads, “The Congress shall have Power To …exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States.”
It seems to me that the founders worried that if the capital were to be a state, the members of the government would be unduly beholden to it. Madison envisioned that voting members of a D.C. state would be able to 'interrupt’ the proceedings of government to get their way, simply by virtue of physical proximity to the halls of power.
Any constitutional experts in TD willing to add their view of this?

Yeah we know.
There would need to be an Amendment to make DC a state and that won't happen.

Anyone who wants DC to be a state is a fricking loon.
there’s a reason the capitol isn’t in Philly or NYC and it’s the exact reasons listed in the OP. they created DC specifically to not be a state.

This is high school civics. No one has an argument to Constitutionally create a state out of DC. It goes against the very reason the Founders created it as they did.
This is simply a vote grab attempt and given most Americans don't have a clue about DC or why it was set up the way it was, the "argument" for statehood sounds reasonable when not presented with the alternate, and actual reasons.

Not a Constitutional expert, but I do know that one of the things they have discussed in the past is reducing the "federal district" to just the area right around the White House/Capitol/Supreme Court/Federal Buildings (maybe roughly bounded by Penn Ave/2nd St/G St/the river) and then the remaining area outside of that would become the state.
I think that was one of the ideas pitched during the Holder DOJ/Obama admin time.
Whether that would pass muster or not, who knows.

It's not just new states, they're gonna really go after getting rid of the electoral college because the 'horrific riot' would never have taken place if we just used the popular vote. So we must junk the electoral college in order to prevent future massacres by republican terrorists.

I think the plan would be to carve out the capitol buildings and white house and the remainder would be a state. Which is ridiculous. It's essentially an independent city culturally and in its current government (by design). It should if anything just absorb those areas back into Maryland like Virginia did with Arlington and Alexandria. Making it a state is purely to gain political power and not to better serve the citizens of those areas.
