Roster limits & Transfer portal question

With all the transfers going on in college football today and with coaches limited to signing 25 players per season, does the NCAA allow the number being able to be signed be higher to fill the 85 man roster limits on a team?

No. Not at this time. Coaches have been asking the NCAA to change this, but haven’t had any success the past few years.

So I was thinking along the lines like the NFL with the compensary picks in the draft when they lose too many free agents. This new age transfer portal is simply NFL free agency on the collegiate level.

They are already allowing seniors to come back without counting against the 85. If you can convince them it could be good.

No more than 25 per class and to exceed 85 scholarship players on a roster.

You have the senior exception this year because of COVID, but keep an eye on the NCAA after they pass the permanent one-time transfer waiver. That will be tied to the 25 man class limit like grad transfers and the portal is already jammed with players with nowhere to go. Most of the top teams are going to fill most of their spots in recruiting, so where are all of these kids who want to transfer going to land?
If the NCAA wants to clear that backlog and get things moving, they could offer a one-time exception of a couple of portal takes to teams with roster shortages to clear this backlog. If it happens, this is the year to do it with all of the COVID craziness.
Going forward, they need some kind of system to allow teams who lose a number of players to the portal at one time to re-load. But they haven’t been willing to do anything about this yet.

A team could lose 50 players and the NCAA would still cap them at 25 per year to replenish. It’s a bad rule.

The rule is in place so schools can’t hoard players by signing a ton of then like Bear used to do

For competitive stability the sport needs some kind of governor on transfer movement. The NFL has long term contracts, franchise label, salary caps, etc. The NCAA has the 85/25 and 1 year non competition for undergraduates, and there is lot of pressure to remove the non competition penalty.
Everyone plays by the same rules and it was predicted 4 years ago that we would eventually put ourselves on self-imposed probation if we continued to rely on 1 or 2 and done players. It's simple math. With the 85/25 players have to stay an average of 3.2 years to maintain a roster of 80 scholarship players. So if you start at 80, you need the following number of 4 year players to maintain 80 or above when a less than 4 year player leaves:
a 3 year player needs 1 4 yr
a 2 year player needs 2 4 yr
a 1 year player needs 3 4 yr
a 0 year player needs 4 4 yr (e.g. someone signs and doesn't qualify.
This over states things somewhat because we're actually dealing with fractions rather than whole numbers, so if you lose a 1 and a 2 year, you only need 4 4 yr players to replace then and not 5. The point is an excessive number of 1 and 2 and done players make it difficult to maintain roster numbers over time.
Should anything be done about this situation? For the most part, I don't think so. However, I could get on board with a trial of not counting graduate transfers in the 25. These guys have done everything expected of a student athlete and shouldn't necessarily be burdened looking for other opportunities. But if poaching lesser programs of their stars became obvious I would want to revoke it.

This rule also stops coaches from processing players out that don't necessarily meet up to standards once they arrive on campus.

The loophole is that teams will basically cut players they enter portal and you recruit from other teams if they raise limit
Basically you will have teams with 85 okaying teams with 65 and it will show on the field especially with injuries bringing it even lower
