Articles were expecting the NCAA to bump up the scholarship limit from 85 in 2021..

Followed by a slow decrease every year after until teams are back to 85. Since this year didn't count towards eligibility, everyone can come back if they choose.
What's the NCAA's plan? Bump up to 100 for 2021?

Might take us 2 years to get to 85... but from the other direction

This does not affect LSU with the hard cap of 25. We won't have to worry about the 85 until MAYBE 2022.

Well they are going to have to increase the 85 limit because with them allowing all these COVID19 transfers, in addition to Graduate Transfers like Joe Burrow, or Liam Shannahan at LSU, the transfer Portal has as of 8 December, just 9 days ago, some 450 players in it. With signing date yesterday, teams are bringing in 25 new guys. If they don't increase roster sizes to say 90, etc, all these transfer portal players are not going to have anyway to go. The NCAA created all this mess, they are going to have to have temporary roster limits increased.

This really does not impact much relative to the 85 limit. The only time this would affect LSU is if they raised the 85 limit and the 25 initial counter limit at the same time.
All of the transfers will not happen. Every transfer a team accepts reduces the number of HS signees they can take.
It is like when a team takes too many JC transfers, they might be good for a year or two and then crash because they did not take enough HS kids. Transfers are usually 1 or 2 year guys. This can be a very short sighted thing to do when HS guys can be 3 or 4 year players if you develop them well.

I would agree with you but if you go read that article on the glut of kids stuck in the Portal it is possible that the NCAA could come up with some remedy to help these kids out like let teams take some number of transfers without counting against the 25 cap.
Right now there is >750 kids in the portal and most have nowhere to go and they expect the number might go to >1000 by Feb signing day.

This will actually not be very good for LSU.
LSU is well under 85 right now and will probably be under 85 next year, too. Well, even under their stated self imposing "penalty" limit.

The way to do this fairly is to not count any player who actually uses the extra year. For example, if von Rosenberg returns, he shouldn't count against the 85 next year, but anyone with eligibility left should count. You continue this until everyone effected this year passes through the system.
