I went last month. I would strongly suggest the park hopper pass and express passes if you can swing it.

Every penny. Seems like a lot when you are buying it but makes for a light-years better experience when you're in the park and basically walking straight onto rides going past a bunch of impatient-faced ppl standing in a line wrapped around half the park.

Absolutely. However, if you stay on property at Portofino Bay, Hard Rock, or Royal Pacific, the Express Pass is included. Plus, you get early admission to one of the parks.

Stayed at Royal pacific last summer. Location and express pass was worth every penny!

You need both.
Here's the sweet little not so secret secret. You can stay at one of the cheap hotels and pay for the express pass upgrade.
OR
You can stay at one of the high end hotels and get it for free. The not so secret secret? The price comes out to be a wash. The extra cost for buying them outright is about what you would pay to stay at the nicer hotel. DO THIS. We have done it twice, and it is great.
With that said, if they are currently at 25% capacity like Disney, then the express pass is most likely not needed. You will probably be getting on these rides quickly without it, so that's something to consider.

I agree with the park to park option but not express pass. I think the better option is to get an AP instead, stake advantage of the AP savings and early hours when available and stay off-site. I don't think there attractions have a great re-rideability factor where I would want to do alot more than once and it can't be used on (Hagrids).

The parks are limited capacity now but don’t assume that it will make the wait times shorter. They leave seats open on many rides and clean throughout the day so the wait times feel just as long. Definitely get express passes if you can.
ETA: And express passes aren’t accepted at Hagrids so be logging into the universal app as soon as you enter the park to secure a virtual appointment for the ride.

AP = Annual Pass. It’s also worth noting that if you have an AP, you can get a discounted rate at the hotels on property.
I was there last month. They are pretty strict on the mask requirements. They have people walking around to make sure everyone is wearing them. You are allowed to take them off if you’re eating or drinking while standing still or sitting down. They also have a few areas in each park (called “U Rest”) where you can take your mask off.
