That doesn't stimulate the economy, consumer spending does. You can't put a bunch of money into electric cars and solar power, that's chump change compared to the economy as a whole.

If consumer spending is down due to business closures, there's absolutely no way to inject life into the economy. The economy works by everyone spending, not by small sectors leading while everyone else has nothing to spend or saves.

We aren't talking about the economy as a whole. We're talking about Biden policies that will stimulate the stock market. Obviously, no policies will stimulate the entire market, but certain sectors would certainly see an uptick because when investors see Uncle Joe handing out cash for infrastructure, and other pet projects that the dem's have in mind, they'll start dumping money into companies that stand to benefit.
